Infrastructure Projects Manager
JOB SUMMARY
The purpose of this position is to provide project development, project management, and administration of consultant-based professional engineering and contractor-based construction services for civil engineering infrastructure projects within the City; coordination and execution of planning, design, and construction phases associated with complex infrastructure projects identified within the city’s Capital Improvement Plan, as well as emergency response; coordination with the Public Works Department and other City departments to provide executive reports and capital project status report updates to city leadership.
ESSENTIAL JOB FUNCTIONS
Coordinate with Department Heads to develop a list of infrastructure improvement projects to be considered for inclusion within the city’s five-year capital improvement plan; project development activities include but are not limited to actively listening and conducting assessments with operational staff to determine project needs and requirements; preparation of conceptual design drawings and preliminary cost estimates to help program capital funding and forecast operational impacts; identification of primary critical path tasks that directly impact the final completion date such as property acquisition/permitting, detailed design/engineering approvals, procurement of materials, need for specialized equipment, site mobilization/excavation, and anticipated project timeline.
Coordinate with professional engineering firms and construction contractors to execute complex infrastructure improvement projects to comply with safety and quality standards that are delivered on time and within budget; project management activities include but are not limited to preparation and execution of request for qualifications (RFQs), request for proposals (RFPs), or requests for quotes; negotiate and administer service contracts/agreements; ensure safety, regulatory, and city policy compliance; provide general oversight of project site operations; monitor critical path tasks; monitor construction project scope and manage change orders; establish and monitor clear project milestones; create detailed project schedules; review tracked project costs; maintain project status reports; and facilitating communication between all stakeholders on project status.
Coordinates with consultants and City staff to review engineering studies, modeling and testing reports, and preliminary and final design/engineering plans for the specialized areas of civil engineering, such as: structural, geotechnical, transportation, water/sewer resources, environmental, and coastal; develops engineering specifications for project construction based on design concepts, fundamental engineering principles, and approved plans; provides technical support during engineering plan review and construction to verify engineering calculations and analysis; and makes recommendations concerning modifications and improvements.
Supervises, directs, and assists and mentors the division’s Project Coordinators in performance of key construction management responsibilities, to include but not limited to safety and loss prevention; management of day-to-day site operations and critical path tasks; adherence to project schedule; construction quality management; integrating cost control, payment processing, and fund tracking; and maintaining accurate records of changes, inspections and correspondence; provides technical expertise and assistance with complex/problem situations.
Serves as the senior project liaison to city departments, other government agencies, and the public regarding communication of project planning, design and construction progress; coordinates public outreach activities to solicit public input and respond to inquiries on active and planned infrastructure projects with the city’s public information office; makes presentations to City Council, committees, and neighborhood groups; participates in legal activities relating to assigned projects.
Prepares and receives various forms and reports related to project funding and visibility that include but are not limited to strategic plans, capital plans, master plans, engineering surveys, project construction drawings, Gantt charts, financial and statistical reports, project schedule and milestone tracking reports, risks and roadblock mitigation reports, capital project status reports, or other documents as appropriate.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
Operates a personal computer, survey equipment, motor vehicles, general office or other equipment as necessary to complete essential functions, to include the use of word processing, project management, spreadsheet, database, or other system software.

Requirements
Education and Experience:
Bachelor’s degree in civil engineering or closely related field and five (5) years of progressively responsible experience in civil engineering, project management or related field. Experience with financial management – budgeting, invoicing, cost control, invoicing, and preparing financial reports preferred. Experience leading large-scale capital projects and proficiency in project management software preferred.
Licenses or Certifications:
Must possess and maintain a valid driver’s license.

PHYSICAL DEMANDS
The work is light work. The employee is frequently required to apply 10 pounds of force to move objects. The employee is occasionally required to exert up to 20 pounds of force to move objects. Additionally requires: balancing, climbing, feeling, grasping, handling, hearing voices and distinguishing among sounds, kneeling, lifting, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word and shouting to be heard above ambient noise, visual acuity in data/color/observations/operating equipment/inspect defects or measurements, and walking. Tasks may require the ability to: sit for extended periods of time at a keyboard or workstation.
WORK ENVIRONMENT
Work is performed both indoors and outdoors where performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, temperature/weather extremes, or traffic hazards. Work is performed regularly where decisions are made that could lead to major community or organizational consequences if there is a failure to make the appropriate decision at the time.
