We are seeking a full-time, remote IT Program Manager. The IT Program Manager is responsible for overseeing the planning, development, and implementation of project/program efforts that utilize business and information technology solutions, principles, standards and best practices. This position will lead multiple projects/programs simultaneously and direct facilitating all aspects of the project/program, including scope, cost/benefit analysis, written proposal, budgets, and schedule to implementation. Projects/Programs assigned are complex, have cross Business Units impact, are broad in scope, and are typically related to core business strategic objectives. The IT Program Manager will also assist in developing, establishing, and maintaining project/program management standards and procedures for the PMO and IT Department.
RESPONSIBILITIES:
- Develop and manage the portfolio of projects and programs.
- Facilitate the definition of project/program goals, objectives, scopes, deliverables, schedules, and resource requirements.
- Develop full scale project/program plans and proactively identify potential risks, dependencies, and obstacles that may hinder successful completion of projects/programs.
- Monitor and evaluate the project/programs and keep stakeholders informed of current status, schedule updates, risks and issues.
- Manage project/program level scope and change requests in a timely manner.
- Identify and implement non-technical process improvements as well as technical solutions to optimize project/program performance.
- Support project and program management team development of project milestones, work breakdown structures, document handoffs and dependencies, critical paths, project statuses, project risks, and contingency plans.
- Collaborate with other team resources to align plans across business unit.
- Organize and facilitate project/program planning and coordination across project and programs.
- Identify unstructured problems and create the necessary structure to drive for results.
- Provide mentoring, training and hands on assistance to project manager(s) and business owners in the understanding, adoption and effective use of the project management tool with up to date and correct information.
- Implement and maintain strict adherence to the program and project management processes, standards, methodologies, tools and templates.
- Manage and provide ongoing analysis and review of project/program timelines, work structure, milestones, dependencies and resource assignments to ensure they are sound and realistic in alignment with the projects scope and complexity.
- Ensure regular reports are provided to Steering Committee and leadership team regarding projects/programs, status, budgets, schedules, etc.
- Create documentation/reports at varying levels of detail that summarize the operational effectiveness of projects/programs.
- Produce regular reporting summarizing resource allocation forecasts by project and resource, surfacing gaps between supply and demand and maximizing resource utilization.
- Use and continually develop leadership skills.
- Perform other related duties as assigned.
- Perform additional support functions as needed.
SUPERVISORY RESPONSIBILITIES:
- Mentor, train, and supervise team members directly and indirectly, review their work and provide effective constructive feedback.
- Ensure all team members understand, are trained in, and comply with Paradigm's security requirements and policies.
- Ensure all team members have the minimum level of IT system access required to effectively complete their Paradigm responsibilities.
QUALIFICATIONS:
- Bachelor's Degree in appropriate field of study.
- At least 3-5 years of program/portfolio planning and management experience.
- 10 years of direct work experience in IT project management capacity managing multiple projects
- PMP/PMP-ACP Certified Project Manager.
- Proven experience of IT project management techniques and tools.
- Proven experience in people management.
- Proven experience in risk management.
- Proven experience in change management.
- Proven experience in project governance.
- Knowledge of both theoretical and practical aspects of IT project management.
- Excellent business/client engagement skills.
- Excellent written and verbal communication skills.
- Solid organizational skills including attention to detail and multitasking skills.
- Experience developing instructional and procedural documentation and presentations.
- High level of competence with MS Project, Planview or equivalent project management tool, MS Office and MS Visio.
