Job DescriptionThe Institute for Innovation and Implementation at the University of Maryland School of Social Work is seeking a Technical Assistance and Training Manager. The Training Manager will be responsible for managing the delivery of services specific to implementation oversight, monitoring and training support for multiple evidence-based and community-based models in Maryland. Activities include supporting partners' design and implementation of quality improvement processes and workforce development strategies. These activities are conducted in collaboration with, or through the supervision of, program model experts, trainers, and coaches.
The Institute for Innovation and Implementation works collaboratively with public and private child and family-serving agencies and other stakeholders to support the development and implementation of evidence-based or promising programs. It provides training and technical assistance and data reporting and evaluation that build the capacity to implement and continuously improve effective and evidence-based programs and practices. The Institute provides or maintains partnerships to provide the expertise to support the implementation, fidelity monitoring, and evaluation of nine evidence-based or promising models being used in jurisdictions throughout Maryland.
The Institute is a training, technical assistance, evaluation, policy, systems design, and finance center focused on child- and family-serving systems. The Institute supports state and local governments and organizations to implement effective systems and practices to meet the needs of children and youth with complex needs and their families. The Institute integrates its policy and finance; training, technical assistance, implementation and research and evaluation activities to assist governmental and other organizational entities to achieve better outcomes for children, youth, and their families.

- Primary Duties
- Assure compliance with all model-required policies and practices to maintain implementation best practices and, where relevant, intermediary licensure requirements.
- Maintain expert knowledge of implementation science and engage in ongoing communication and active problem-solving with model purveyors and providers.
- Lead and provide related technical assistance to provider partners and referring agencies to grow and sustain community-based programs and strong outcomes.
- Supervise the delivery of robust implementation and technical assistance support for multiple models to ensure positive clinical outcomes and adherence to program practices. Oversee staff hiring and support the performance and development of staff.
- Collaborate with model experts, data analysts and state partners to determine training and development needs of model provider staff and supervise the delivery of training and development as needed.
- Develop and facilitate collaborative decision-making processes using data with stakeholders to identify and assess challenges and problem-solve barriers to implementation and sustainability of evidence-based, community-based programs.
- Assist Program Directors in the development and execution of strategic direction. This includes: establishing the goals and development of a program work plan, maintaining relationships while working toward desired outcomes, identifying future needs, and strategizing the development of support plans.
- Perform other duties as assigned.
Qualifications:
Education: Bachelor's degree in Social Work, Psychology, or related field. Master's degree in Social Work, Psychology, or related field of study that allows for oversight of clinical model implementation to be conducted is Strongly Preferred.
Experience: Five (5) years of experience delivering clinical services and at least two (2) years experience supporting and monitoring implementation of evidence-based programs or practices, as well as experience working with youth and colleagues in both the child welfare and juvenile justice system. Expertise in evidence-based interventions for adolescents and their families, and working knowledge of both the child welfare and juvenile justice system is required.
Supervisory Experience: One (1) year in work managing and coordinating activities specific to implementation support and continuous quality oversight of community-based programs. Supervisory experience is required.
Preferred Licensure: Clinical licensure in Social Work, Psychology, Counseling, or related field of study is preferred.

Hiring Range: $94,000 - $105,000, commensurate with education and experience.
